Pupil referral unit now making fair progress, find inspectors

A PUPIL referral unit that was judged inadequate by education inspectors is making satisfactory progress in tackling problems and raising the achievement of youngsters.

The New Horizons Learning Centre – until recently the Cotswold Education Centre – was found to be performing significantly less well than expected when the team from education watchdog Ofsted visited last September.

It was given notice to improve and has now been inspected again by a monitoring team.

As a result, inspector Sarah Mascall said: "Having considered all the evidence, I am of the opinion that at this time the school is making satisfactory progress in addressing the issues for improvement and in raising the pupils' achievement."

The pupil referral unit (PRU) provides for children who are not in mainstream schools for a variety of reasons.

Some have behavioural, emotional and social difficulties, while others have been excluded from school for short periods or permanently.

Teenage mums, youngsters with health problems and young patients in hospital are also part of the PRU, which has sites in Kingswood, Mangotsfield, Filton and Frenchay.

Executive head teacher Tania Craig had only been in post for three weeks before the previous inspection and at the time, Ofsted said she and other leaders were already making a difference.

Ms Mascall said Ms Craig and her team had ensured a clear focus on addressing shortcomings and had worked well with staff to bring about improvements. She said: "They have been supported by the local authority, which has provided an extensive range of training together with regular support. This is bringing about positive changes.

"Quick action by senior leaders has addressed the safeguarding concerns raised by the previous inspection."

Other areas for improvement that had been highlighted included improving teaching, especially at the Severnside campus in Filton for excluded pupils, and improving the attendance of older pupils.

Ms Mascall said: "In lessons observed at Severnside, pupils generally behaved well. Pupils only became unsettled when they were not challenged by the tasks or lessons were not well planned."

She said attendance levels remained a cause for concern, although for most individuals it was improving and it was still too early to fully assess the impact of new systems.

She said: "There is a clear sense of commitment on the part of staff as they are keen to bring about improvements.

"The good use of consultants and links with mainstream schools are doing much to develop staff skills."

Road deaths fall to all-time low

ROAD deaths in South Gloucestershire have fallen to an all-time low, with figures for seriously injured casualties also dropping dramatically.

Data has revealed there were two fatalities in the district in 2011 compared to 11 in 2010 and nine in 2009.

Police accident reports showed that by November, there had been 30 serious injuries in the year – down from 86 in the whole of 2010.

The figures echo those recently produced by the Department for Transport, which showed that South Gloucestershire had the lowest casualty rate among all British local authorities from 2007-2009.

In total, 33 people were killed or seriously injured per billion vehicle miles during the three years.

South Gloucestershire Council's transport chief, Brian Allinson, welcomed the data but said it could not afford to become complacent.

He said: "Two fatalities is two fatalities too many. The council takes road safety extremely seriously and we work closely with the police, schools and other agencies to identify where and why road accidents happen and what can be done to prevent them.

"We will make every effort to make sure South Gloucestershire continues to be one of the country's safest areas in which to live and work."

The council said police reports were used to target spending on areas where most accidents happened, and to protect vulnerable road users, including children and cyclists.

A protester briefly disrupted a news conference by World Bank president Robert Zoellick on Tuesday, highlighting tensions over the bank's recommendation for Beijing to reduce the dominance of state industry and promote free markets. Zoellick had just begun speaking at the event in the bank's Beijing office when a Chinese man in a pinstriped business suit stood up and shouted slogans including, "State-owned industry should not be privatized!" Second judicial review into Ashton Vale stadium is given the green light

The future of the proposed new Bristol City stadium at Ashton Vale could still be in jeopardy after a second judicial review was granted by the High Court.
On Monday, the anonymous resident behind the first review wrote a letter to the court to say he was withdrawing his application and refused permission for a replacement. However, today another review has been granted into Bristol City Council's decision to partially turn down a bid to make Ashton Vale a town green, paving the way for the 30,000-seat football stadium. Judicial reviews normally must be submitted within three months of the decision which is being disputed. But Judge Anthony Thornton has allowed the second review to take place – despite the fact that the stadium was initially granted planning permission in 2009. An independent inquiry later said the land should be made a town green. Campaigners fighting to stop development at Ashton Vale claimed that the resident behind the first review – who cannot be named for legal reasons – had dropped the case because of harassment. However, the Evening Post has reported that in a second letter to the court he makes it clear he was not persuaded or coerced into withdrawing his challenge. Following the news of the second review, lawyers acting for anti-stadium protesters said: "Clearly, reports of the demise of the judicial review of Ashton Vale were premature."

For months in mid-2007, plainclothes officers from the NYPD's Demographics Units fanned out across Newark, taking pictures and eavesdropping on conversations inside businesses owned or frequented by Muslims. According to the report, the operation was carried out in collaboration with the Newark Police Department, which at the time was run by a former high-ranking NYPD official. Police have built databases showing where Muslims live, where they buy groceries, even what Internet cafes they use and where they watch sports. Dozens of mosques and student groups have been infiltrated and police have built detailed profiles of ethnic communities, from Moroccans to Egyptians to Albanians. If police got a tip about an Egyptian terrorist in the area, for instance, they wanted to immediately know where he was likely to find a cheap room to rent, where he might buy his lunch and at what mosque he probably would attend Friday prayers. ? "Owned and operated by an African Muslim (possibly Sudanese) male named Abdullah Ddita" was the summary from another dollar store in Shirley, N.Y., just off the highway on the way to the Hamptons, the wealthy Long Island getaway. On Tuesday, following an AP story that showed the NYPD monitored Muslim student groups around the Northeast, school leaders including Yale president Richard Levin expressed outrage over the tactics. There are no allegations of terrorism in the Demographics Unit reports and the documents make clear that police were only interested in locations frequented by Muslims. "No Muslim component within these communities was identified," police wrote, except for one business owned by a Brazilian Muslim of Palestinian descent. The Muslim community, however, has called for Police Commissioner Ray Kelly's resignation over the spying and the department's screening of a video that portrays Muslims as wanting to dominate the United States. "Come, look at yourself on film," Abdul Kareem Abdullah called to his wife as he flipped through the NYPD files at the lunch counter of their restaurant, Hamidah's Cafe. An American-born citizen who converted to Islam decades ago, Abdullah said he understands why, after the 9/11 terror attacks, people are afraid of Muslims. Ironically, because officers conducted the operation covertly, the reports contains mistakes that could have been easily corrected had the officers talked to store owners or imams. If police ever had to rely on the database during an unfolding terrorism emergency as they had planned, those errors would have hindered their efforts.
